A resident visa to work in the UAE can only be issued at the request of a company that is legally operating in the country.
The employer is obliged to issue an Emirates entry permit to the potential employee, and the employee must complete all the necessary procedures and apply for a visa within 2 months.
The hired employee is obliged to work only in the company that issued the entry permit for him/her. Upon expiry of the visa (and therefore the employment contract), the employee must sign a new contract or leave the UAE.
